The National Land Commission (NLC) has taken public participation on the proposed Historical Land Injustices Regulations, 2026 to Samburu, Laikipia and Isiolo Counties, seeking views, experiences and recommendations from communities and stakeholders to help shape a fair and effective framework for addressing historical land injustices (HLI).
In Isiolo County, the engagement was led by Historical Land Injustices Committee Chairperson Commissioner Mary Seneta, alongside Commissioner Tiyah Galgalo. The NLC Secretariat was led by Edmond Gichuru, Head of the Historical Land Injustices Secretariat.The public participation exercise was conducted with the support of our partner IMPACT led by their representative in the County.Wilson Lemillion.
Ahead of the public participation forum, Commissioner Tiyah Galgalo and Edmond Gichuru engaged the public through a live session during the Shahidi Macheo program on Radio Shahidi 91.7 FM, where they sensitised listeners on the proposed Regulations, their importance and the role of public participation in strengthening the Commission’s constitutional and legislative work on historical land injustices.
After the radio talk show, the Commission team paid a courtesy call to the County Commissioner and also visited the Isiolo NLC County Coordination Office and met the commission county staff.
The public participation forum was held at Catholic Diocese Hall, Isiolo County.This provided an opportunity for community members, elders, youth, women, pastoralists, land rights defenders, local leaders, State and non-State actors and other stakeholders to share their views on how best to improve the HLI regulations,2026.
Commissioner Hon. Mary Seneta emphasised that the Regulations come at a critical time and will provide an important framework for strengthening the Commission’s mandate to investigate and redress historical land injustices. She urged the public,communities and stakeholders to openly share their experiences, views and recommendations to ensure the Regulations reflect the realities and aspirations of Kenyans.
Commissioner Hon. Tiyah Galgalo clarified that the National Land Commission is in Isiolo County for public participation on the proposed Historical Land Injustices Regulations, 2026, not for hearings of HLI cases.
She noted that 14 cases were submitted by Isiolo County last year, with 10 found admissible and heard. Those who did not submit cases last year will have an opportunity to do so, as the Commission will begin admitting cases after the public participation exercise.
The Deputy County Commissioner representing the County Commissioner Mr Edwin Kuria, welcomed the Commission to Isiolo County and assured participants of the Government’s support and security throughout the engagement.
The NLC’s public participation seeks to collect stakeholder feedback, promote awareness and understanding of the draft Regulations, and fulfil constitutional and statutory requirements for public participation.
