NLC Engages Residents of Mombasa and Kwale Counties on draft Regulations

‎The National Land Commission (NLC), in partnership with the Food and Agriculture Organization of the United Nations (FAO) through the EU/FAO Digital Land Governance Programme, hosted a public participation forum for residents of Kwale and Mombasa counties on draft regulations for Historical Land Injustices and Review of Grants and Dispositions.
‎The public and stakeholders were invited to give their views on the draft regulations as required by law.
‎The forum also featured the launch of the research report titled: “Evaluating Tenancy-at-Will: The Unique Land Ownership Model at the Kenyan Coast” that shared findings of the research undertaken by NLC with support of FAO and EU under the Digital Land Governance Programme.
‎In his remarks, NLC Chairman Dr. Abdillahi Saggaf Alawy reaffirmed the Commission’s commitment to addressing land-related challenges in the Coast region and across Kenya. He emphasised the Commission’s expertise and capacity to address land matters and officially launched the Tenancy-at-Will research report.
‎Commissioner Hon. Esther Murugi said the Tenancy-at-Will study seeks to address challenges faced by “houses without land” tenants, including insecurity of tenure, disputes and displacement, while proposing sustainable solutions.
‎Commissioner Hon. Mary Seneta welcomed participants to the public participation session on the Draft Historical Land Injustices Regulations, 2026 and Review of Grants and Dispositions of Public Land Rules, 2026. She thanked leaders, communities, national and county governments, and development partners for their support, and encouraged participants to share their views and recommendations on longstanding land challenges affecting the Coast region.
‎In her remarks, the NLC CEO CHRP Kabale Tache, MBS, noted that the draft regulations seek to strengthen land governance, promote justice and address the land needs of coastal communities and Kenyans at large.
‎The technical teams led by Brian Ikol, Director Legal Affairs and Dispute Resolution; Edmond Gichuru, Head of Historical Land Injustices; and Carol Khasoa, Head of Review of Grants and Dispositions of Public Land, took participants through the draft regulations, explained key provisions and gathered views and recommendations from the public.
‎Participants were also provided with copies of the draft regulations to facilitate informed and inclusive engagement.
‎The forum was attended by NLC Vice Chair Julie Oseko, Commissioner FCPA Susan Oyatsi, Senator Mohamed Faki of Mombasa; Mishi Mboko, MP Likoni Constituency; Mohamed Mashele, MP Mvita; Omar Mwinyi, MP Changamwe; Husna Mbarak FAO digital land governance Program Manager; Robinson Gakuru, Deputy County Commissioner, Mombasa; John Kariuki, Deputy County Commissioner, Kwale; Mombasa County Coordinator Matano Ngati; Kilifi County Coordinator Ummy Kugula; and Deputy Director, Research, Mary Wandia, among others.
