Hon. Dr. CS. Julie Ouma Oseko

Hon. Dr. CS Julie Ouma Oseko is an accomplished legal professional, a seasoned governance expert and distinguished academic with over three decades of experience in the administration of justice, legal practice, and public service. She holds a Doctor of Philosophy (PhD) degree in Constitutional Law from the University of Leicester in the UK, a Master of Laws (LL.M) in Public International Law from the University of Nairobi, and a Bachelor of Laws (LL B Hons) degree from the same institution. She is an Advocate of the High Court of Kenya, a Certified Secretary (CS-K). She is listed as Counsel at the prestigious International Criminal Court at The Hague, Netherlands.

Dr. Oseko has had an extensive and impactful career within the Judiciary of Kenya, serving in various capacities including Chief Magistrate and Head of Station at Malindi Law Courts. She has also served as Deputy Registrar of the High Court. Her leadership has been marked by innovation, efficiency, and a strong commitment to community service. Notably, she pioneered the use of virtual court sessions in Kenya during the COVID-19 pandemic and spearheaded the establishment of the Marafa Mobile Court in Kilifi County to serve marginalized communities.

She contributed significantly to policy development, training, and legal reform at the Judiciary Training Institute and the Judicial Performance Improvement Project (JPIP), a World Bank-supported initiative. Her work has focused on strengthening institutional capacity, promoting stakeholder engagement, and mainstreaming Alternative Justice Systems.

Dr. Oseko has published widely and presented papers on constitutionalism, human rights, gender-based violence, and judicial reform at both national and international forums. She has received multiple awards for excellence, innovation, and leadership in the justice sector.

Her appointment as Vice Chairperson reflects her unwavering commitment to the rule of law, integrity, and the advancement of land rights and land governance in Kenya.
