CHRP. Kigen Vincent Cheruiyot
CHRP Kigen Vincent Cheruiyot is a distinguished Public Sector Executive and Certified Human Resource Professional (CHRP-K) with over a decade of expertise in policy formulation, strategic administration, and institutional governance. He previously served as the Chairman of the National Employment Authority (NEA) where he was a pivotal figure in aligning Kenya’s institutional mandates with national development goals, specifically the Bottom-Up Economic Transformation Agenda (BETA). His leadership is defined by a sophisticated ability to translate high-level government promises into actionable frameworks that bridge the gap between educational output and market demand.
Throughout his career, Comm. Kigen has demonstrated mastery in Human Capital Governance and National Labour Mobility. At the NEA, he spearheaded the re-engineering of Kenya’s labour export strategy, opening new corridors in Europe and the Middle East while establishing rigorous vetting protocols to ensure the safety and dignity of migrant workers. He is recognized for transforming the Authority from a policy-heavy entity into a high-performance delivery unit through digitization and streamlined attestation processes.
His previous tenure as Chief of Staff for the County Government of Kericho further highlights his proficiency in devolution and risk mitigation. In this role, he architected the County Delivery System to monitor performance against executive manifestos and served as a vital bridge between county and national government levels.
An expert in fiscal stewardship, Comm. Kigen maintains rigorous oversight of multi-million-shilling budgets, ensuring total compliance with the Public Finance Management (PFM) Act. He is currently pursuing a Ph.D. in Leadership and Governance and holds a Master of Public Policy and Administration. As a full member of the Institute of Human Resource Management (IHRM), his governance philosophy remains rooted in transparency, equity, and the proactive mitigation of enterprise risks to safeguard public trust.
