FCPA Susan Oyatsi, MBS – Commissioner
Commissioner FCPA Susan Khakasa Oyatsi, MBS, is a distinguished financial strategist and service leader with over three decades of experience driving transparency, accountability, and institutional reform across Kenya’s public and private sectors. Before joining the Commission, she served as the Finance Advisor to the Chief of Staff and Head of the Public Service within the Executive Office of the President, where she spearheaded critical Public Finance Management (PFM) reforms and oversaw the verification of pending government bills, Transition by National and County Governments from Cash Basis to Accrual Accounting. Her mandate included implementing the “Zero Fault Audit” initiative, a programme designed to strengthen internal audit functions and ensure the prudent, responsible use and management of public resources as envisioned by the 2010 Constitution.
She served as the Director of Finance for the Judiciary of Kenya. During her decade-long tenure, she revolutionised judicial financial operations by conceptualising the Judiciary Financial Management Information System (JFMIS) and integrating e-filing with automated payment gateways, which significantly enhanced revenue collection and fiscal discipline. The E-filling is a gamechanger in the Legal Fraternity. Her professional foundation was further solidified during 13 years at the Energy Regulatory Commission, where she maintained a record of unqualified audit opinion and provided expert financial services to World Bank-funded projects.
A Fellow of the Institute of Certified Public Accountants of Kenya (ICPAK), she has served two terms as an elected Council Member, contributing to the development of national professional standards and whistleblowing policies. Her academic credentials include an MBA in Finance and Strategic Management from the University of Nairobi and a Bachelor of Arts from Kenyatta University. In recognition of her exemplary devotion to the nation, she was awarded the Moran of the Burning Spear (MBS) by the President of Kenya. She remains a committed mentor and leader dedicated to excellence in governance and qualitative financial output.
As a commissioner, she is dedicating her time in office to safeguarding public land as an Asset in the Financial Statements of both National and County Governments Institutions in order to minimise Audit queries. Her primary focus includes ensuring all public institutions in Kenya possess formal land documents to prevent illegal grabbing. She will also be focusing on community vigilance by establishing the Piga Nduru (Raise the Alarm) programme to encourage reporting of public land grabbing to the National Land Commission.
